Required Qualifications:
 Master’s Degree in Business Administration, Public Administration, Human Resources, Health Care Management or
related field.
 Five years successful leadership experience in the field of human resources.
 Five years of successful experience in Human Resources, Information Systems, Benefits Compliance, ADA, FMLA
and Workers’ Compensation programs.
 Experience with application of project management theories and technologies including working with a team to
accomplish specific objectives in a given time frame.
 Proven ability to challenge and motivate teams to foster innovation.
 Ability to deliver efficiencies in terms of time, materials, and people to make improvements actionable.
 Knowledge/experience with information technology and privacy/security laws and practices.
 Demonstrated computer literacy including proficiency using spreadsheet, project managements and database software.
 SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR).
 Experience in the design and delivery of internal policies and procedures.
 Experience with medical benefit contract administration.
 Experience in employment and benefits counseling.
 Demonstrated outstanding written and oral communication skills.
 Experience with request for proposals for employee benefit programs.
 Regular and predictable attendance.
 Capable of performing the essential functions of the position with or without reasonable accommodations.
Preferred Qualifications:
 SHRM Senior Certified Professional (SHRM-SCP) or Senior Professional in HR (SPHR).
 Experience in labor relations/contract administration.
 Knowledge of Maryland State retirement laws; designation as a Maryland Retirement Coordinator.
 Certified Employee Benefits Specialist (CEBS) or other benefits related certifications.
 Experience with group Medicare D benefit programs.
 Experience with PeopleSoft software/benefit administrative modules.

Essential Functions:
The Senior Manager, Benefits administers Board of Education life, medical, dental, and cafeteria benefit plans,
including monitoring Board of Education legal obligations in the health area. This person coordinates benefit plan
communications to employees and retirees and is responsible for promoting the employee assistance program. The
position is responsible for workers’ compensation claims administration, FMLA leave administration, 403(b) plan
administration and retirement systems coordination. Reporting directly to the Director of Human Resources, the
Senior Manager, Benefits performs the following duties:
 Administers the Board of Education Self-Insured Medical and Dental Benefits Plan as to enrollment of personnel,
interpretation of benefits, filing of claims, and coordination of claims determination with the third party administrator.
 Creates SMART goals to address division needs with regards to employee benefit administration.
 Uses lead and lag metrics to measure and ensure employee benefit administration goals are met.
 Establishes and ensures delivery of a communication plan that shares department information with internal and
external customers.
 Administers the cafeteria employee benefits plan, including premium conversion and flexible spending accounts.
 Administers retirees’ participation in Board of Education benefits plans including collection of premiums.
 Administers the Board’s obligations under Federal law pertaining to group Medicare D programs.
 Administers benefits and claims of the Board of Education Group Term and Accidental Death and Dismemberment
Life Insurance.
 Administers the Board’s obligations under Federal and State laws requiring continuation of benefits including
collection of premiums.
 Administers the Board of Education offering of voluntary benefit plans to its employees including enrollment and
claims interpretation and coordination with the organization offering such plans.
 Administers FMLA leave procedures.
 Administers employee benefit programs in the HRIS system, PeopleSoft.
 Serves as local coordinator for retirement systems for all eligible school system employees.
 Develops benefit summary plan descriptions and other employee communications for the plans.
 Prepares and distributes to employees descriptions of benefits.
 Promotes employee assistance program.
 Supervises support staff and assists in performance of the clerical functions required to carry out the above functions.
 Supervises staff and assists with all reports of injury, medical bills, and other pertinent information to third party
administrator for the Workers Compensation program.
 Supervises staff responsible for generating in-house Workers Compensation experience reports for determining safety
issues that need to be addressed and confers with the Environmental Health & Safety Manager in identifying these
 Serves as trustee for the Maryland Association of Boards of Education Workers Compensation Group Self-Insurance
Fund, with voting rights.
 Contacts insurance brokers and consultants regarding procurement of group policies. Prepares information necessary
for obtaining quotes for group policies.
 Administers 403 (b) programs.
 Administers the Board’s obligations under Federal law pertaining to the Affordable Care Act: Monitoring and
identifying eligible employees and assists with the preparation and distribution of 1095C tax forms.
 Serves as Board Representative on the Insurance Council and on the Board Negotiating Teams.
 Coordinates the administrative requirements of GASB 45 concerning the accounting for post-retirement health
insurance and other employee benefits.
 Develops wellness program goals related to health and financial wellness initiatives.
 Develops a communication strategy that ensures managers and employees receive timely information regarding
benefits information.
 Writes and maintains policies and processes to capture benefits related standard operating procedures.
 Serves as systemic advisor on federal and state regulations pertaining to benefit administration.
 Recommends efficiencies in delivering benefit management options.
 Ensures application of nondiscrimination practices in accordance with state and federal EEO laws as a result of strong

Salary: Administrative, Management, and Technical Salary Scale, Grade 8, 12-month position, $96,140 – $150,487
