Job Description:

Responsible for all financial operations of the school system including administration of the budget, fiscal planning, purchasing, accounting, health and risk management insurance programs.
 

REPORTS TO:  Superintendent of Schools

 
DUTIES AND RESPONSIBILITIES

  •  Assumes responsibility for budget development, control, and long-range financial planning.
  • Establishes and supervises a program of accounting and reporting for the financial affairs of the school system.
  • Develops and administers a program for purchasing contract services, supplies and equipment.
  • Administers, through the food services supervisor, accounting for cafeteria services and the school lunch program.
  • Completes all reports regarding financial matters with the Department of Education.
  • Manages the school system’s employee and risk management insurance programs.
  • Supervises the development of required financial reports as required for all funds.
  • Ensures compliance and reimbursement requests for all federal programs.
  • Maintain a variety of manual and electronic fiscal information, files and records (e.g. accounts payable, accounts receivable, student activities, contracts, etc.) for providing an up-to-date reference and audit trail.
  • Conduct internal audits (e.g. general and special funds, etc.) for ensuring program operations are within budget and in accordance with fiscal practices.
  • Monitor budget allocations, expenditures, fund balances and related financial activities for ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Participate in meetings, workshops and seminars for conveying and/or gathering information required to perform functions.
  • Perform personnel functions (e.g. interviewing, evaluating, supervising, etc.) for maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Prepare a wide variety of materials (e.g. annual budgets, financial statements, reports for the Board, Superintendent, department administrators, federal financial audits related to student funding, etc.) for documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.
  • Present information (e.g. budget overviews, accounting processes, distribution formulas, etc.) for communicating information, gaining feedback and ensuring adherence to established internal controls.
  • Research financial topics and related legal issues (e.g. discrepancies, current legislative trends, state and federal statute updates, grant funds, etc.) for evaluating compliance requirements, funding realities and opportunities and potential implications for district operations.
  • Respond to a wide variety of inquiries of staff, district personnel, other professional organizations, etc. (e.g. accounting guidelines, expenditure status, grant guidelines, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
  • Manage and oversee relationships with independent auditors regarding the annual audit and tax filings.  Prepare and submit information requested for the financial audit and work with auditors to resolve questions.

  • Bachelor’s degree in accounting or business management; CPA preferred.

 
EXPERIENCE

Minimum of five years of experience in the field of accounting or business management, including at least three years of experience in a supervisory capacity.

Salary Range - $110,352 - $147,636
