Job Description: 

The Director, HRTD (Talent Development) champions innovative HRTD practices which empower LCPS students to make meaningful contributions to the world. The Director provides leadership and delivery of strategic human resources solutions and leads and mentors assigned staff, while demonstrating fiscal responsibility. The Director oversees leadership development, evaluation, performance management and mentoring and coaching programs for staff, enhancing the quality of our leadership development programs and initiatives; providing growth opportunities within the division; and working closely with internal and external stakeholders to provide performance management and evaluation support to employee groups.

 Roles and Responsibilities

  • Leads the development of programs to identify future leaders among our current employee base; and enhance candidate pools for leadership opportunities
  • Works closely with administrators and division leaders to identify leadership development areas of need 
  • Works collaboratively and confidentially with leaders regarding mentoring and coaching needs
  • Works to provide guidance and leadership on the evaluation process and performance management to employee groups 
  • Conducts presentations at department and division meetings to champion and promote talent development, evaluation and performance management programs
  • Ensures the LCPS workforce is relevant and ready to support the division’s mission, vision and goals 
  • Develops, implements, and monitors training, education, and professional development, mentoring, coaching evaluation, performance management policies and programs
  • Ensures programs and practices align to and support current policies, goals and strategies
  • Advises and consults with leaders and administrators on talent development policy and issues and implements programs and services to meet identified needs
  • Fosters a culture of growing talent from within by providing opportunities that better enable existing staff to meet current and future organizational needs 
  • Collaborates with key stakeholders to identify learning and organizational development opportunities that support employee productivity and engagement 
  • Ensures that the division has a robust suite of talent development programs and tools
  • Leads the development and management of the evaluation and performance management programs
  • Leads the development and management of the mentoring and coaching program
  • Ensures the development of a communications plan to promote the mentoring program, establishing guidelines, requirements, criteria and procedures for program eligibility, application and participation 
  • Directs the review and evaluation of mentee applications, ensuring fair and equitable selection, consistent with organizational needs and program guidelines
  • Oversees the development and execution of coaching plans that support leaders in developing leadership, supervisory and mentoring skills; and support employees in improving job performance, developing professionally and achieving career goals
  • Establishes and revises program policies and conducts ongoing reviews to ensure consistent compliance 
  • Consults and communicates with division leaders in relation to assignment areas

 Qualifications

Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.

     Education                                                                                                                                                                   

  •     Bachelor’s degree in Human Resources, Leadership, Organizational Development or related field

     Experience

  •     Ten years of experience in human resources and/or education administration, including three years of supervisory experience 

     Licenses and Certifications

  •      NA 

     Knowledge, Skills and Abilities

  • Knowledge of human resources issues, trends and best practices
  • Knowledge of human resources policies and laws
  • Knowledge of principles and theories of workplace learning and organizational development
  • Ability to reengineer operations and processes, develop new strategies, and lead change initiatives
  • Ability to identify and analyze talent management issues and needs; and develop and implement solutions
  • Strong project management skills
  • Ability to communicate effectively, both orally and in writing 
  • Ability to interface and influence all organizational levels
  • Ability to model behavior of high integrity, professionalism, and customer-focus 
  • Proficiency with the Microsoft Office suite of products
