POSITION GOAL:
Effectively and efficiently manage the business and support operations of the district and also to serve as the tax collector for the district.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Manage the fiscal operations based on sound business principles associated with accounting, auditing, budgeting, financial reporting and financial planning.
- Administer business systems for procurement, fixed assets, contract administration, investment management, cash management, debt management, tax management and risk management.
- Prepare and issue, monitor and manage operating and capital budgets based on standards in the Meritorious Budget Award (MBA) program.
- Develop and issue a Comprehensive Annual Financial Report (CAFR) based on the standards in the Certificate of Excellence in Financial Reporting program.
- Manage the support services that include transportation, food service and plant operations.
- Manage community use of all facilities and community programs.
- Represent the governing board in collective bargaining and contract negotiations with employee groups.
- Exhibit sound management practices and technology solutions to enhance organizational and operational efficiency.
- Promote the productive use of organizational resources in the operation of the instructional program and support operations.
- Oversee financial matters to include effective leadership of employees engaged in matters relating to financial affairs.
- Supervise and lead in a manner that promotes teamwork to provide effective working relationships with the school board, Superintendent and other school officials.

QUALIFICATIONS:
To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary.
- Bachelor’s Degree in business management, accounting, finance, or other related field required; Master's Degree preferred.
- Minimum of 5 years of demonstrated expertise in School Business Management.
- Effective problem-solving and decision-making skills.
- Effective interpersonal and communication skills.
- Computer literate in business related software applications.
- Submission of PA School Personnel Health form.
- Current Act 34, Act 151 and Act 114 clearances.
TERMS OF EMPLOYMENT:
12 months
Starting minimum at $170,000- based on experience and education as negotiated with the Board School Directors. Salary and benefits according to the agreement between the Board of School Directors and the Director of Business and Operations.
